Founder & Managing Attorney

Simone Williams is founder and Managing Attorney of Williams Global Law, PLLC. She brings over 10 years of experience representing foreign investors, domestic corporations and multinational companies in their movement of international movement and advises both individuals and businesses regarding U.S. immigration law and policy.   


Ms. Williams has been recognized as Top Ten, “30-something” Corporate Counsel by the Association of Corporate Counsel (“ACC”) in 2013 and a top 40 lawyer under the age of 40 by the National Bar Association (“NBA”) in 2012.   Ms. Williams specializes in advising high net worth individuals on the EB-5 Entrepreneur Investment program and performs EB-5 Regional Center representation and compliance review.  Ms. Williams has represented foreign investors from various countries, including China, Hong Kong, Japan, South Korea, Africa, India, Europe, Latin America, and Canada. In addition, Ms. Williams advises on the full scope of financing options that are available for funding new commercial enterprises or reviving businesses through the EB-5 Program.  She has successfully helped Regional Centers receive and maintain their USCIS certification.

Associate Attorney

Cheryl Wei is an immigration attorney with Williams Global Law, with a particular focus on EB-5 legal issues. Ms. Wei has more than ten years of legal and business experience in the U.S. and China and practiced business law in China before she moved to the United States. 


Prior to her position at Williams Global Law, Ms. Wei was a senior executive of a prominent EB-5 regional center, where she managed multi-million dollar EB-5 funds, supervised global operations, coordinated efforts to set up regional centers, screened projects, and prepared EB-5 petitions. She personally helped more than one hundred families realize their American dreams. She also provides advice on market access, compliance, and regulatory matters for businesses in both China and the United States. Ms. Wei has extensive knowledge about EB-5 projects and the needs of Chinese immigrants.


Ms. Wei holds an LLM degree from Boston University and an MBA degree from the University of Maryland.  She is admitted to the New York Bar and is admitted to practice law in China.  


Ms. Wei is fluent in Mandarin.

Senior Law Clerk

Ilona Gorobets is a Senior Law Clerk with Williams Global Law.  Ms. Gorobets is responsible for assisting attorneys with all aspects of U.S. business and family immigration law.  She works with a wide range of immigrant and nonimmigrant visas, including, but not limited to H-1B, L-1, O-1, E-2, B-1, F-1, as well as EB-1, EB-2 and EB-5.  Ms. Gorobets also assists attorneys with preparation of both family-based and employment-based adjustment of status (AOS) applications, PERM, and citizenship applications.


Ms. Gorobets is originally from Europe, where she worked in both public and private sectors. Her experience includes working with attorneys and governmental representatives in Ukraine, Poland, Belgium, and Switzerland; creating marketing platforms (B2B) and coordinating meetings for high level entrepreneurs and ministers from Belarus, Azerbaijan, Poland, Russia, and Turkey; managing projects for European Union institutions, such as the European Commission and the European Parliament.  In addition to her professional experience, Ms. Gorobets volunteered for human rights organizations in Poland and Ukraine, where she was working with children from underprivileged families. 


Due to her diverse international experience, Ms. Gorobets is fluent in four European languages, including Ukrainian, Russian, Polish, English, and has a basic knowledge of German and Italian.  She is an author of several articles on legal and political issues in Ukraine and Poland. 


Ms. Gorobets holds a Master’s degree in European Affairs from the University of Warsaw in Poland (2015), where she completed her studies on a full academic scholarship granted by the Polish government. In addition, she holds an LL.M. degree in International Legal Relations (2014), as well as a Bachelor of Laws in Legal Journalism (2013) from National University Odessa Academy of Law.  Ms. Gorobets is currently doing an LL.M. program in International Legal Studies with American University Washington College of Law in Washington D.C.
